Well, we when we got there and looked at the video feed, it turns out the fires were being started by a person, but they were being supplemented by a person made of fire.
We started investigating and found out that the fires were connected to a local mob that was working the area. We dug into it a little further and figure out the exact arsonist and what he was intending to be his next target.

We pretty much had to rush to get there before he set the place on fire because Rome really didn't need a chemical explosion at that point in time, never mind the ghost setting it off for him trying to get it's revenge.
